• Previously k/a DALE (Disability Adjusted Life Expectancy)
• Definition: equivalent number of years in “full health” that a new-born can expect to live based on current rates of ill health and mortality
• Indicator used to measure healthy life expectancy
• Based on:
o life expectancy at birth BUT
o Includes an adjustment for time spent in poor health as perceived by the individuals in the following areas of their personal health:
1. Sensory ( vision, hearing and speech),
2. Mobility,
3. Emotional state,
4. Thinking and memory,
5. Dexterity, and
6. Level of pain and discomfort
Steps for estimating HALE,
1. Mean Health Utility Index scores were tabulated for the population by sex, age group, and place of residence
o The Health Utility Index, developed at McMaster University, is calculated for each group by valuation of health in the above 6 areas
o This is done through population surveys
2. Next, a cross-sectional life table was constructed in the traditional manner
3. Then, the years of life lived in each age group were multiplied by the corresponding mean Health Utility Index score.
4. The resulting health-adjusted years of life lived were summed and divided by the total number of persons surviving at given ages to provide the HALE estimate
